Born in Bellefonte, Pennsylvania, on November 6, 1962, she was admitted to the Bar in Virginia in 1988; and admitted to the United States Bankruptcy Court in 1989. Ms. Tarley graduated from Pennsylvania State University with a Bachelor of Science degree in 1983, and received her Law Degree from George Mason University School of Law in 1988. Ms. Tarley maintains a civil litigation practice which includes commercial, construction and real estate litigation in state court and bankruptcy matters in federal court. In addition to trial work, her civil practice includes residential and commercial real estate closings, landlord and tenant matters, commercial and business matters and community association law. As general counsel for numerous community associations Ms. Tarley assists in association formation, covenant enforcement, housing laws, the revision of governing documents and provides guidance in developer-to-owner transitions. Ms. Tarley is committed to community service. She serves as a Board Member for the Central Virginia Chapter of Community Associations Institute. Ms. Tarley has served as chairperson of the Business Assistance Committee for the Williamsburg Chamber of Commerce. She has also served as President of the Greater Peninsula Women’s Bar Association; Treasurer and Vice President of the Williamsburg Area Trial Lawyers Association; a Board of Director Member of Peninsula Legal Aid; President and Board of Director Member of Avalon: A Shelter for Women and Children; and Vice President and Board Member for the Williamsburg Chapter of the Heart Association. Ms. Tarley is a member of the Community Association Institute, the American Bar Association, the Greater Peninsula Women’s Bar Association, the Tidewater Bankruptcy Bar, the Virginia Trial Lawyers Association and the Williamsburg Bar Association.
